Video Equipment

I am a high-school physics teacher with a request for help. We have a moderate budget and would like to equip our physics department with a digital video camera. Minimally, we would like for the camera to display time intervals, to the hundredths or thousandths of a second. Additionally, we would like the opportunity to draw on frozen video frames in the same way Fox Sports and others draw on my TV screen every Sunday afternoon. We have the computer hardware to run this. We would be thankful to hear from anyone that can offer suggestions on equipment and software they are using.
