I'm not concerned about students for whom English is their
second language.
Those students I allow to use a dictionary (their
language/English) at any
time--including during quizzes and tests.

I have lots of immigrant students. I gave a problem Friday
"colonize" in it. Three students asked me what it meant; all were
relatively new to English.
