[Physltest] [Phys-L] Re: LED mini-flashlight price break

Philadelphia recently turned off the (ordinary) lights outlining the
boathouses on "Boathouse Row" and are planning to replace them with
LEDs. The main saving is in labor (to change burnt-out bulbs twice a
year).
